Legal Moves

What decides whether a given move is legal or not?

As explained in the introduction, the goal of the Destiny League ruleset, first and foremost, is to make it possible for any viable team to be bred in the 3DS games without cheating. As such, the following rules are in effect universally:

1. All transfer-only moves are banned.
2. All event-only moves are banned.
3. Any moves deemed too powerful of the remaining set may be banned.

1. All transfer-only moves are banned.
   
   This includes all previous-gen Move Tutor and TM/HM moves.
   
   This ensures that only Pokémon X or Pokémon Y is necessary to breed any of these Pokémon -- not only is this fairer to newer players, it's also only possible to perform Destiny Knot-method easy IV breeding in X and Y.



2. All event-only moves are banned.
   
   Because no, I don't believe that you managed to soft-reset the 25 billion times it would take on average to get a 6IV perfect-natured event Pokémon legitimately!
   
   And even if you did, it would be unreasonable to ask anyone else to in order to compete with you.
   
   Smeargle also isn't allowed to learn moves that can only be acquired from events, like Happy Hour; these event moves are banned outright because they aren't equally available to players, who may not have the original event Pokémon to use Sketch on.



3. Any moves deemed too powerful of the remaining set may be banned.
   
   Some moves just aren't fun to fight against, or are so powerful that their use is considered unfair.
   
   Hidden Power is banned because it would make breeding far more complicated than it already is.
   
   Stealth Rock is banned because the entire metagame centers around it; Smogon is too afraid to poke the beehive by doing this, but we think part of the fun is turning everything on its head!
